UK and France to Deploy Military Personnel to Ukraine if a Ceasefire Accord is Finalized

The British and French governments have formalized a memorandum of understanding concerning the stationing of troops in the nation in the event a ceasefire be concluded with Russia, the UK Prime Minister, Starmer, has announced.

After negotiations with Kyiv's partners in Paris, he said that the two nations would "create defense centers in various parts of Ukraine and build fortified structures for weapons and military equipment" to discourage any future invasion.

The allied nations also suggested that the United States would take the lead in overseeing a halt in hostilities.

Russia has consistently cautioned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has not yet commented on this new development.

Context and Continuing War

Moscow's leader Vladimir Putin began a comprehensive attack of Ukraine in early 2022, and Russian forces at this time holds roughly 20% of Ukraine's sovereign soil.

"This is a vital part of our pledge to stand with Ukraine for the foreseeable future," remarked the UK Prime Minister.

Heads of state and senior officials from the "Coalition of the Willing" participated in Tuesday's talks.

Top Washington representative Steve Witkoff stated that "durable security guarantees and strong reconstruction vows are vital to a permanent resolution" in Ukraine – mentioning a major requirement made by Ukraine.

Witkoff noted the allies had "substantially agreed on" their work on establishing such assurances "so that the citizens of Ukraine know that when this conflict ends, it ends permanently."

The former US envoy, US President Donald Trump's advisor, also participated in the negotiations.

Separately, President Macron Emmanuel Macron said that Ukraine's supporters had made "considerable progress" at the meeting.

He added that "robust" security guarantees for the Ukrainian government had been agreed in the case of a possible ceasefire.

President Volodymyr Zelensky said that a "significant advance" had been made in Paris, but added that he would only consider efforts to be "adequate" if they culminated in the end of the conflict.

Last week, he suggested a settlement was "mostly finalized". Finalizing the outstanding 10% would "decide the future of the agreement, the destiny of Ukraine and Europe".

Remaining Challenges

• Territory and defense assurances have been at the center of key disagreements for the parties involved.
• The Russian President has repeatedly warned that Ukrainian troops must retreat from all of Ukraine's eastern Donbas region or Russia will seize it, rejecting any compromise over how to end the war.
• Zelensky has thus far rejected surrendering any land, but has suggested that Ukraine could move its forces to an designated point – but only if Russia reciprocates.

Russia currently controls about 75% of the Donetsk region and some 99% of the adjacent Luhansk. The pair of oblasts form the heartland of Donbas.

The earlier US-led 28-point framework that was circulated to the media last year was perceived by Ukraine and its EU supporters as being strongly biased in Moscow's favor.

This triggered a period of intensive discussions – with Ukraine, the US and European leaders trying to adjust the document.
