Within the considerable disarray following the United States attacks on Venezuela, the seizure of leader Nicolás Maduro, and Donald Trump's announcement that the US will “manage” the country and “seize control of the oil”, a single fact remains evident – these actions create a truly chilling precedent.

A Grim History and a New Escalation

The United States has a grim history of interference, invasion and occupation in that part of the world, but the early hours of Saturday witnessed its first major military attack on the soil of a South American nation. “US supremacy in this hemisphere shall not be challenged from now on,” the President stated.

The decision to unilaterally attack another state and seize its president – mere days after he openly looked for a diplomatic solution – possesses far-reaching consequences. We all have reason to be worried.

Profound Uncertainty for Venezuela

Venezuelans have lived through a dictatorship marked by theft and failure under Mr Maduro, largely considered to have rigged the previous presidential vote. They now face a future of deep insecurity. Mr Trump has remarked that Mr Maduro’s deputy, Delcy Rodríguez would follow US instructions, and brushed aside rightwing opposition leader and Nobel prize-winner María Corina Machado as a credible successor.

However, Ms Rodríguez, now the temporary head of state, has so far sounded notes of defiance – and other parts of the headless administration are far more intransigent.

From Global Policeman to International Outlaw

A man who won power vowing to end foreign wars now says he is “unconcerned about deploying troops”. Rebranding the Department of Defense as the Department of War was more than posturing. He does not see the world’s superpower as a guardian of order; he is converting it into a lawless actor.

He believes that the America's power enables it to do as it wishes with minimal cost: observe the military actions against Nigeria and Iranian installations. He promises that control of Venezuela's petroleum means this most recent venture “will be financially free”.

An Attack Without Legal Justification

George W. Bush initiated war in Iraq on a lie. But this illegal attack came absent any United Nations mandate or authorization from lawmakers; the opposition party was kept in the dark and say they were actively misled in briefings. Mr Trump doesn’t seek to bend international norms, but to shatter them.

Put aside the message this sends to leaders in Moscow, Beijing, and beyond, and consider the destination for America itself. While the raid reportedly killed 40 Venezuelans, including civilians, not a single US soldier was lost. Mr Trump’s increasing belief in his impunity will likely encourage more reckless actions.

Flimsy Justifications and Underlying Drivers

It is widely rejected the pretext that this is about drugs. Venezuela is only a secondary pathway for cocaine; Mr Trump recently pardoned the former Honduran president Juan Orlando Hernández for narcotics and arms offenses. Mr Trump himself has stated plainly that he is driven by the promise of energy wealth as well as personal bravado, the ideology of some in his administration, and the quest for a legacy as his support at home declines.

A Muted Global Reaction and Institutional Irrelevance

The global reaction, especially in Europe, has – with notable outliers – been shockingly muted. That’s not because of Mr Maduro’s sins, but anxiety over Mr Trump’s wrath. The firm response from UN Secretary General António Guterres was welcome, but this episode underscores the UN's diminishing clout.

Mr Trump’s anti-interventionist domestic base could still pressure him to turn attention back home – but soaring healthcare premiums, financial discontent and other domestic scandals make foreign conflicts more appealing.

It has been less than 12 months into his presidential term. The international community may live to repent if they remain quiet at this juncture, given what – and who – could be next.
