Starmer's Backers Begin 'Halt Andy Burnham' Campaign to Block Mayor's Commons Re-entry
Key supporters of Labour leader Keir Starmer have reportedly started a coordinated initiative to prevent Andy Burnham, the Labour Party Greater Manchester Mayor, from securing a comeback to parliament. This action follows the stepping down of a Manchester-area MP, which has sparked an impending by-election.
Significant Hurdles in the Candidate Selection Procedure
Multiple members on the Labour Party's ruling national executive committee (NEC) have reportedly suggested it would be highly challenging for Mr. Burnham to navigate the selection process. This is primarily due to the significant presence of supporters of the Prime Minister on the committee who are desperate to avoid any future leadership challenge.
The Labour party machine reportedly mobilised following the revelation of the MP's intended resignation, with officials and MPs voicing warnings about the substantial financial cost and electoral danger of a resulting mayoral race in Greater Manchester.
The Mayor's Aspirations and Internal Disquiet
Andy Burnham has been open about his national ambitions. Last year, he caused consternation in Downing Street and among senior ministers when he stated that numerous MPs had encouraged him to stand for the Labour leadership.
It has long been believed that he is aiming for a seat in the Commons to possibly contest the party leadership if a contest to Sir Keir arise. However, supporters of the Mayor have cautioned against overstating the extent of any planning, stating he is passionate about his current role and would only re-enter Westminster if he felt he had a meaningful contribution to make.
"People want to paint him as scheming and plotting but that’s absolutely not where he is. He loves being mayor of Manchester. It would only ever be an option if felt he had something to offer," a supporter stated.
Political Landscape and Poll Ratings
Against a backdrop of polls suggesting Sir Keir is unpopular and many MPs pessimistic about Labour's fate at the next election, Andy Burnham is seen as the sole prominent Labour personality with favourable public approval ratings.
If Mr. Burnham choose to stand, multiple hurdles stand in his way. He would need to be approved by the NEC—where the odds are stacked against him—and then win the byelection against competition from Reform and pro-Gaza independents, all before any potential bid for the leadership.
The 'Stop Andy' Campaign
High-ranking Labour figures have said that a "Block Burnham" operation is already in progress, with the party's organisation being tightly controlled by senior aides of the Prime Minister.
The Prime Minister himself commented that the byelection process was in its "early stages" and told his MPs to cease discussion of possible leadership challenges.
Andy Burnham, commenting before the MP's resignation was finalised, said to journalists: "People shouldn’t rush to conclusions. I have been very focused on my role as mayor of Greater Manchester."
Financial and Political Dangers
NEC members have allegedly cited not only personal animosity towards Mr. Burnham but also the significant expense of a by-election for mayor in Greater Manchester. This could redirect around £500,000 in party funding from other crucial elections across the country.
"It is deeply selfish of Andy to want to run for this – costing us tens of thousands we don’t have and diverting activist resources... It is absurd beyond description and cannot be allowed," a figure stated.
Several sources also shared concerns about Reform UK attempting to win the mayoralty created by Mr. Burnham, which would represent a major symbolic victory for them.
Role of the Unions and Democratic Concerns
Being an elected mayor, Mr. Burnham would require the NEC's permission to stand. It is also possible the committee could impose an women-only shortlist to block his nomination.
Yet, a supporter counselled against presuming the NEC would automatically block his candidacy, despite Sir Keir's team is largely believed to control it.
The unions hold a significant number of seats on the NEC. While the largest unions are for now keeping their counsel, sources suggested they would be uncomfortable with anything perceived as meddling from Downing Street.
The general secretary of the Fire Brigades Union stated: "It would be a democratic outrage if Andy Burnham was blocked... Our union will fiercely resist any attempts to stitch up the selection. It’s vital that there is a full and open democratic procedure."
Electoral Challenges
The constituency in question has a sizable Labour lead. However, Reform UK is expected to launch a significant campaign, capitalising on its vote in one part of the constituency. Labour assesses it is on firmer ground in the more populous Greater Manchester section, though it could encounter some pressure from independent candidates.
If Mr. Burnham re-enter the Commons, he would need the support of 80 Labour MPs to mount a leadership challenge, a requirement that is far from certain given he is regarded with caution by a number of on the backbenches.
The departing MP stated he was stepping down due to deteriorating health, which had made it untenable for him to continue in his role. He also remains subject to a parliamentary standards investigation concerning his involvement in an offensive online group.
