New Trump Doctrine Identifies The Continent's Core Issue: An Alleged Shortfall of Xenophobia?

During his initial presidency, analysts frequently advised that the former president's remarks should be taken seriously rather than literally. Yet, subsequent events suggest that that formula could have reversed the logic.

An emergent U.S. National Security Strategy alongside multiple statements from administration officials, Trump proxies, and Trump himself have precipitated potentially one of the most severe crises for Atlanticism, the security framework that has underpinned peace and democracy in Europe since 1945.

From Burden-Sharing to Civilizational Fear

While Trump's earlier critique focused on Europe's alleged failure to pay for its own defense, his rhetoric has now embraced a far more alarming perspective.

Colored by racism and a deep-seated disdain for Europe's governing bodies and elected leaders, he has issued warnings about the risk of civilizational erosion on a continent he has rarely visited and has predominantly viewed from the interior of a luxury vehicle.

A conspiratorial Maga perspective, which has already influenced harsh American border and policing policies, is now clearly to be informing the administration's prism of Europe.

From this vantage point, immigration from the global south causes a weakening of European societies, making them "feeble" under "foolish" leaders and paving the way for their demise. It constitutes an openly racist theory, with the president's allies explicitly endorsing nationalist movements across Europe.

Although the general thrust of Trump's racial rhetoric is familiar, its meaning for European security are critically important.

However, whereas he once claimed was about burden-sharing, the current assertion is that a declining Europe is fundamentally unworthy because of its shift toward diversity.

A Self-Fulfilling Prophecy

In his interview, Trump joins these dots in a kind of wish-fulfillment exercise. He concedes that the Kremlin wants a divided Europe. Trump proclaims Europe is weak, and by publicly highlighting the fissures between the transatlantic alliance, he objectively helps Putin by further weakening European cohesion—all while denying any responsibility.

All of this is unfolding at perhaps the most critical juncture for Europe since WWII, amid a devastating war in Ukraine and rising Russian-hostile actions across the continent.

As European nations cleaves ever tighter to Ukraine facing continuing warnings of U.S. withdrawal, the danger is that Trump has constructed a rationale for not listening to European leaders.

Reactions from Allies

This situation requires a firm reaction from European leadership. Although certain figures, including German Chancellor Friedrich Merz, have been blunt in their rebuttals, including British officials—have opted for a strategy of seeking to placate the U.S. administration.

Recently, a Downing Street spokesperson refused to push back on the president's remarks about Europe or his latest criticism on the mayor of London.

The spokesperson stated, "He enjoys a productive partnership with the American leader and a strong relationship with the London mayor, and is focused on working with both to achieve better outcomes for the people."

The stark reality is that the president intends his words and repeats them consistently. It is past time to stop pretending that things are different.
